Regulations
When asbestos fibers come loose from the material that contains them, they can be inhaled and lodge in the lungs. Over a period of years to decades, asbestos can cause lung diseases including mesothelioma, a deadly form of lung cancer.

In Puerto Rico, the EQB (JCA) requires for every demolition project to be inspected by a Certified Asbestos Inspector and if asbesto is found, a certified and registered contractor will require a permit for the asbesto removal and disposal.

Asbestos inspections are required under two separate EPA regulations:

1. The National Emission Standards for Hazardous Air Pollutants (NESHAP). NESHAP regulations require building owners and contractors to conduct asbestos surveys prior to demolition or renovation activities.

2. The Asbestos Hazard Emergency Response Act (AHERA). The AHERA regulation requires all public and non-profit private K – 12 schools to perform asbestos inspections, develop subsequent management plans (if asbestos is present), perform air sampling following asbestos abatement, and complete periodic re-inspections of the asbestos containing materials.
